If you’ve been using coupons for any amount of time, you’ve probably realized that some of the best coupons available are those that you can print online. As a result, I’m sure that you go through more printer ink cartridges than you used to.
A few Ace Hardware stores in select states are offering free ink days throughout the summer to promote their new Ink-O-Dem machines. If you live in Colorado, Idaho, Illinois, Indiana, Minnesota, Nevada, Oregon, Pennsylvania, Washington, or Wisconsin check this list of participating stores and dates to see if there’s one near you. You’ll also be able to check to see if your model of printer’s cartridges can be refilled by their handy-dandy machine.
For our Minnesota readers, it looks like the only participating store in Minnesota (so far) is in Park Rapids from August 8-14. (I – Laura – had to Google Park Rapids to see where it was…it’s a three-hour drive from my house. Bummer!)

the closest for me is about 1 1/2 away bummer.
If you use inkjet cartridges, you can get a refill kit with instructions from ebay for about $2. I just got one and will hopefully be trying it today.
Oh, and there are people on ebay who will sell you a refilled used cartridge as well, for about $10 including shipping, if you really don't want to try refilling it yourself. But there are plenty of youtube videos showing how to do it yourself, if you want to see what the process looks like.

However, the shipping charges vary between $4.25 to $10.33 with 5 of the 7 auctions shipping from HONG KONG.

I don't know about the rest of you, but I doubt that (a) sellers from HONG KONG can truly ship to Minnesota or the U.S. for less than the other 2 sellers can ship from the U.S., and (b) if there is a problem with quality or something other, I doubt there is any REAL form of customer service; and (c) there are no guarantees the current bids will not exceed $1.00 and given eBay's bidding environment, they are likely to be notably higher than the current less than $1.00 bids. If these issues are a concern for you, I would STRONGLY suggest that stick with Walgreen's or Ace Hardware since, generally, there is a manager or some form of management on duty to help resolve problems – if you have any – for close to less than what is currently being charge for UNKNOWN product, mostly from HONG KONG, at eBay.

Well for $2.59 including shipping, which was the buy-it-now cost of my refill kit, I certainly hope no one would expect much customer service comes with the deal. As with any such ebay transaction for a mass-produced item, I chose a dealer with an extremely high rating based on over 50,000 customers, and I'd suggest anyone else do the same.
I'm not sure why you think shipping from Hong Kong deserves some sort of odd emphasis. The parts are quite likely made in China and come via Hong Kong one way or another.
If you read up on the refilling process, it just isn't rocket science. If it were, Walmart employees wouldn't be doing it while you wait.
I think laser printers all user toner cartridges which are powder…so no I would not think so.
